Fix Our Relationships

Exhibit 1 below is the portion of the ASRP that will help to “Fix Our Relationships” with one another.  It is supported by the following items: Conflicting Principles Affecting the Character of Humanity, Foundations for the Separation of Church and State, How Humanity Can Identify and Correct Sins Against Humanity and Sins Against Godand the Proposed Public Personal Identification System (PPIS).

A. Conflicting Principles Affecting the Character of Humanity

Exhibit 9A is the result of a Biblical analysis to determine how humanity can identify the conflicting principles affecting the character of humanity.  It compares “Worldly Principles” that exist in the world to “Spiritual Principles” that come from the Holy Bible. 

Purposes.  In the world, the purposes of leaders are to steal, kill, and destroy in order to gain control of the masses.  In the Holy Bible, the purpose of the leaders is for the masses to have life, and to have life more abundantly (John 10:7-10).

Definitions of Freedom.  In the world, human beings with social, economic, and political advantages over others have the natural right and freedom to subjugate and rule over them by any means necessary (Social Darwinism).  In the Holy Bible, God has given human beings the free will and freedom to choose to serve Him or not to serve Him, and to do good or to do evil, but He has not given them the free will or freedom to impinge on the free will or civil rights of other people, including children, through violence, coercion, abuse, or exploitation.  (Ex. 20:1-17)

Goals. In the world, the goals of leaders are to exploit the masses to achieve Personal Wealth, Power, and Prestige.  In the Holy Bible, the leaders’ goals are to serve the masses by working towards achieving Universal Cooperation, Universal Peace, and Universal Prosperity. (Luke 22:25-27)

Tools.  In the world, the tools of the leaders are Hate, Confusion, Secrecy, Division, and Hoarding to maintain control of the masses.  In the Holy Bible, the tools of the leaders are Love, Truth, Transparency, Unity, and Sharing to obtain the cooperation of the masses.

Manifestations.  In the world, the prevailing attitudes of those in power are Hate, Self-righteousness, Judgment, Condemnation, and Persecution.  Hate toward those who do not live as they do.  Self-righteousness toward those who do not act like them.  Judgment toward those who do not look like them.  Condemnation toward those who disagree with them.  And persecution toward those who do not share their beliefs.   

In the Holy Bible, the prevailing attitudes of those in power are Love, Humility, Forgiveness, Reconciliation, and Redemption.  Love and a sense of goodwill toward all of humanity.  Humility when they have been proven to be wrong.  Forgiveness toward those who have treated them wrong.  Reconciliation toward those who disagree with them.  And redemption for those who consider the needs of others.

Definitions of Sinful Conduct Against Humanity and God.  In the world, Sins Against Humanity will be defined as conduct that directly impinges on the free will or freedom of other human beings, including children, through violence, coercion, abuse, or exploitation.  In the Holy Bible, Sins Against God will be defined as conduct that violates a moral law of God but does not impinge on the free will or freedom of other human beings through violence, coercion, abuse, or exploitation.

Characteristics of Sinful Conduct. In the world, Sins Against Humanity is conduct that directly involves a perpetrator(s), a victim(s), and verifiable evidence of physical, mental, or financial harm to other human beings.  In the Holy Bible, Sins Against God is conduct that does not reveal any direct evidence of physical, mental, or financial harm to other human beings but violates a moral law of God.

Judgments Against Sinful Conduct.  In the world, many criminal justice systems provide a higher standard of justice and rehabilitation (forgiveness) for those who have social, economic, and political advantages, but provide a lower standard of justice for those who have limited social, economic, or political advantages.  In the Holy Bible, all criminal justice systems should provide the same high standard of justice and rehabilitation (forgiveness) for all human beings and provide training and pathways to full redemption and citizenship that encourage offenders to reform their lives and avoid future Sins Against Humanity.

Remedies for Sinful Conduct. In the world, establish criminal justice systems that provide a high standard of consistent and equitable justice for all perpetrators and victims of Sins Against Humanity.  In the Holy Bible, let God deal with humanity’s Sins Against God, but utilize God’s moral foundations (laws) to help prevent Sins Against God from escalating into Sins Against Humanity.  When we utilize God’s moral foundations and internal spiritual controls to resolve our Sins Against Humanity based on violence, coercion, abuse, and exploitation, we receive forgiveness from God for our Sins Against God.

Note:  The Church uses the Holy Bible to teach humanity, throuth the sacrifice of Jesus Christ, how to achieve eternal life in Heaven and endure suffering while here on Earth.  The Universal Principles from the Holy Bible, through the power of the Holy Spirit, teach humanity how to achieve peace and prosperity as we live our lives from day to day while here on Earth.  

B. Foundations for the Separation of Church and State

Exhibit 9B at the end of this chapter is a chart that illustrates the Spiritual Relationship Profile Between God and humanity as described in the Bible.  It shows the relationship between God the Father, the Holy Bible, Jesus Christ, the Holy Spirit, the Church, the Universal Principles, Humanity, the Family, and Human Government. 

God the Father is the architect of human history, who controls the course of humanity by predetermining the events of life, shaping the conditions surrounding these events, and judging humanity’s responses to life’s events and conditions based on the redemptive process and the Gospel of His Son, Jesus Christ. (Book of Job, Eccles. 3:1-22, and Matt. 25:31-46)

The Holy Bible, written by God through 39 Jewish authors from the Ancient Nation of Israel, ties all spiritual principles and concepts together, providing the moral foundations and spiritual controls that teach humanity how to live in accordance with God’s character and will. 

Jesus Christ teaches spiritual controls that help humanity live in accordance with the character and will of God through faith in the “Spirit of the Law,” as He puts God’s Law in our hearts.  He intercedes before God the Father for the forgiveness of the sins of all of humanity through the redemptive process (Gal. 3:10-14).  He teaches humanity how to be “born again” and transform their lives from a worldly attitude of hate, self-righteousness, judgment, condemnation, and persecution to a spiritual attitude of love, humility, forgiveness, reconciliation, and redemption.

The Holy Spirit is a New Testament entity described and requested by Jesus Christ in John 14:26, who will teach humanity all things and bring to our remembrance all the things that Jesus Christ has taught us in his Gospel.  The Holy Spirit will convict the world of sin, of righteousness, and of judgment (John 16:8). 

The Church is the vehicle by which we will be taught how to be “born again” through our knowledge of the Gospel of Jesus Christ, which will put God’s Law in our hearts and bring us into closer alignment with God’s character and will.  As we are taught by the Holy Spirit, we receive the promise of eternal life through the sacrifice of Jesus Christ on the cross.  We receive redemption and forgiveness of our sins as we forgive those who have sinned against us.

The Universal Principles provide a synopsis of the spiritual principles from the Holy Bible, which can be a vehicle to help us to be “born again” and transform our character from a worldly attitude of hate, self-righteousness, and judgment to a spiritual attitude of love, humility, and forgiveness as we live our lives.  These principles provide internal spiritual controls that help to continually redeem us and bring us into closer alignment with God’s will as we live our lives from day to day.

Humanity was created in the image of God with the responsibility to be good stewards of the physical universe created by God.  From the beginning, God has given human beings the free will and freedom to choose to do good or to do evil and to serve Him or not to serve Him, but God has not given them the free will or freedom to impinge on the free will or civil rights of other human beings through violence, coercion, abuse, or exploitation.  God established the Ten Mosaic Commandments as moral foundations to guide humanity’s relationship with God, their relationship with self, and their relationship with their fellow human beings.

The Family is the institution established by God to ensure the long-term survival of humanity and the short-term survival of each individual family tree (Gen. 2:18), and to teach God’s moral foundations and spiritual controls to succeeding generations to avoid Sins Against God and Sins Against Humanity (Deut. 6:1-7).  The Family is formed when a man leaves his father and mother and finds a wife to be his helpmate.  They become one flesh, and out of that union, they produce children to replenish the earth (Gen. 2:24). 

The functions of the family are to protect and provide for the family members, discipline, and rehabilitate the children to teach them how to avoid Sins Against Humanity and Sins Against God (Deut. 6:4-9), and promote the general welfare and prosperity of the family through the spiritual leadership of the husband and the support of the wife. 

It is the responsibility of the husband, through the support of the wife, to take the lead in: 

        1. Protecting and providing for the family by providing food, shelter, health care, etc.;
        2. Discipling and rehabilitating the children to avoid Sins Against Humanity and Sins Against God; and
        3. Promoting the general welfare and prosperity of the family by supporting education and training to take advantage of social and economic opportunities for the members of the family. 

Human Government is the institution established by God to serve as both the custodian and enforcer of God’s moral foundations and spiritual controls as they relate to Sins Against Humanity, and lets God deal with humanity’s Sins Against God.  However, it establishes moral foundations (laws) to help shape the free will of citizens to prevent Sins Against God from escalating into Sins Against Humanity

The functions of human government are to protect and provide for its citizens (Acts 21:30-37), punish (prosecute), and rehabilitate those who commit Sins Against Humanity (Rom. 13:1-4, 1 Pet. 2:13-14), and promote the general welfare and prosperity of its citizens through the support of the people. (1Tim. 2:1-2)

It is the responsibility of human government, through the support of the people, to:

        1. Protect and provide for the people by establishing institutions and systems that protect and provide security for the people, such as police departments, fire departments, hospitals, national security systems, the military, etc.;
        2. Discipline and rehabilitate those who commit Sins Against Humanity by establishing institutions and programs that convict, punish, and rehabilitate offenders, such as courts, detention facilities, and rehabilitation programs; and
        3. Promote the general welfare and prosperity of the people by establishing systems of education, communication, transportation, health care, etc. to improve the lives of the people.

Note:  Biblical history and world history have shown that when the Church and State start sleeping together, many of the people they both serve start having nightmares.  Instead of attempting to control the personal lives of the people, it is proposed that the Church and State use the Universal Principles and the rule of law to protect the freedoms and civil rights of all the people, provided they do not impinge on the freedoms and civil rights of other people through violence. coercion, abuse, or exploitation.

C. How Can Humanity Identify and Correct Sins Against Humanity and Sins Against God?

Logical ConclusionFrom the Biblical analysis of how to identify and correct Sins Against Humanity and Sins Against God in the Family, it may be inferred from a review of Chapter 19 of Volume 1, Unit 2, that the following is pertinent:

    1. According to Job 35:6-12, neither the wickedness nor the righteousness of humanity impacts the Almighty God, but they do impact the lives of other human beings. From the beginning of creation, God has given humanity the free will and freedom to choose to do good or to do evil and to serve Him or not to serve Him, as with Job, but God has not given humanity the free will or freedom to impinge on the free will or freedoms of other human beings through violence, coercion, abuse, or exploitation. (Job 35:6-12; Ex. 20:1-17)
    1. Consequently, the Almighty God does not need eyewitnesses for His judgment, because He sees the deeds of humanity first-hand (Job 34:21-24), and God will judge humanity in His own way, in His own time, and for His own purposes. Therefore, when a person, couple, or group is suspected of committing Sins Against God, humanity must trust and wait on the judgment of God.  This free will and freedom of choice that God allows is also reflected throughout the Bible in other scriptures such as Deuteronomy 30:19-20, Joshua 24:15, 1 Kings 18:21, and 2 Peter 2:9.
    2. Sin is the deliberate disobedience of the moral laws established by God, which are the Ten Mosaic Commandments and the laws and statutes categorized in Appendix 2A in Volume 1, Unit 2. These commandments, laws, and statutes are the moral foundations that show that none of us is righteous enough to stand faultless against the judgment of the Almighty God.  There is confidence in revealing all these commandments, laws, and statutes because Jesus says in Matthew 5:17 that He did not come to destroy them, but to fulfill them.
    1. Sins Against Humanity will be defined as conduct that directly impinges on the free will or civil rights of other human beings, including women and children, as a result of violence, coercion, abuse, or exploitation. Since the Sins Against Humanity will involve violence, coercion, abuse, or exploitation, there will usually be evidence of a perpetrator(s), a victim(s), and verifiable evidence of physical, mental, or financial harm to other human beings, which can be investigated by the family and human government for correction.
    2. Sins Against God will be defined as conduct that violates a moral law of God, but does not impinge on the free will or civil rights of other human beings through violence, coercion, abuse, or exploitation. Since there is no clear evidence of violence, coercion, abuse, or exploitation, human government should leave the judgment of the Sins Against God to God Himself, because it does not have the moral authority to impinge on the God-given free will and civil rights of its citizens when there is no direct evidence of harm to other human beings, and it would be imposing on the sovereignty of God Himself.
    1. The “perceived identity” of a person, couple, or group will be defined as the identity placed on them by society or other persons without any definitive knowledge of the “actual conduct” of the person, couple, or group. This “perceived identity” may include labels or descriptions such as “liberal,” “conservative,” “right,” “left,” “extremist,” “abusive,” “exploitive,” “Christian,” “Muslim,” “atheist,” “street gang,” “agnostic,” “homosexual,” “transsexual,” “conspiracy theorist,” etc., 
    1. The “actual conduct” of a person, couple, or group will be defined as the conduct actually displayed when the person, couple, or group is being observed or investigated. The purpose of the investigation should be to determine whether the “actual conduct” impinges on the free will or civil rights of other persons as a result of violence, coercion, abuse, or exploitation.  Any discipline concerning the “actual conduct” that comes from the investigation should be based on verifiable evidence of physical, mental, or financial harm to others (Sins Against Humanity).
    2. When the father, mother, other family member, or government agency is investigating a complaint against a person, couple, or group to determine if a Sin Against Humanity or a Sin Against God has been committed, the actions of the investigators should be based on the “actual conduct” of the person, couple, or group and not the “perceived identity” of the person, couple, or group. Otherwise, the investigators may respond based on their “perceived identity” of the person, couple, or group, which may cause them to reach an unjust decision or to become “trigger-happy.”
    3. The person, couple, or group should only be prosecuted if a potential Sin Against Humanity has been committed, where the free will or civil rights of other human beings have been impinged on through violence, coercion, abuse, or exploitation.
    4. If the actual “sinful conduct” (violation of a moral law) of a person, couple, or group is the result of their free will and mutual consent, and there is no evidence that they are impinging on the free will and civil rights of other human beings through violence, coercion, abuse, or exploitation, then their conduct should be considered a Sin Against God.

The parents of minor children should be able to discipline their children so long as their discipline does not involve unreasonable violence, coercion, abuse, or exploitation.  Each event should be investigated and prosecuted based on the actual conditions surrounding the event to determine if the child, the parents, or other perpetrators have committed any Sins Against Humanity.  If so, the appropriate authorities should initiate disciplinary measures immediately to correct the situation.

If a mature child decides to commit Sins Against God, then it is proposed that the family and human government take measures to ensure that Sins Against Humanity are not committed against the mature child and that the mature child does not commit Sins Against Humanity against others through violence, coercion, abuse, or exploitation.

    1. Sins Against God should be left for God to resolve, but the family and human government should utilize God’s moral foundations to help shape the free will of citizens to prevent Sins Against God from escalating into Sins Against Humanity. Human beings are not righteous enough to stand faultless before the Almighty God and judge the Sins Against God, without heaping judgment against themselves for their own Sins Against God and Sins Against Humanity. Since we are all guilty of sin when we stand before the judgment of the Almighty God, Jesus Christ teaches us not to judge others, so that we will not be judged, because the same standards that we use to judge others will be used to judge us.

Why would we consider the mote that is in our brother’s eye, but not consider the beam that is in our own eye?  Why would we say to our brother, let me remove the mote out of your eye when there is a beam in our own eye?  First, we should remove the beam from our own eye, then we will be able to see clearly to remove the mote from our brother’s eye. (Matt. 7:1-5)

    1. Therefore, humanity should let God be the judge of Sins Against God because God is in complete spiritual control of human history, and many of the Sins Against God already have built-in societal and scientific consequences for the sinner, such as the ultimate extinction of their individual family tree and increased exposure to disease.
    2. If the “actual conduct” of a person, couple, or group impinges on the free will or civil rights of other human beings because of violence, coercion, abuse, or exploitation, then parents, teachers, citizens, local governments, and the national government should work together to identify and correct the “actual conduct” of those who commit Sins Against Humanity. The proposed PPIS described below would make this cooperation possible.

However, parents and teachers have a responsibility to help shape the free will of children through proper instruction and discipline, teaching them how to avoid Sins Against Humanity and Sins Against God, until they reach maturity. After children reach maturity, human government takes over the primary responsibility for discipline. 

    1. Any discipline or punishment associated with the correction of improper conduct would be based on the testimony or evidence of two or more witnesses (Deut. 19:15). False witnesses should be considered for the same discipline or punishment that is intended for the victims of the false witnessing (Deut. 19:16-21). 

Prosecutors who withhold or ignore critical evidence to win a case, and law enforcement officers who manufacture false evidence to win a case or protect themselves, should be categorized as false witnesses and prosecuted for the damage they impose on the lives of others.

    1. There are events and conditions surrounding the events of life that may justify the taking of another human life or the death penalty in a criminal case, which may include the following:

a. When defending one’s own life or the lives of other innocent persons from unjustified and unprovoked violence.

b. When a person has an uncontrollable mental condition that is causing them to commit unrepentant and unprovoked murder of other innocent persons.

c. When a person has unrepentant hate for another person, couple, or group and commits unrepentant and unprovoked murder of other innocent persons.

d. When a person or group commits unrepentant and unjustified murder as part of an unlawful contractual agreement.

e. When the leader of a nation or group commits unrepentant and unjustified genocide against another nation or group.

16. In summary, families and human governments should provide the same freedoms and civil rights to people who commit Sins Against God as they provide to all other people, as long as they are not impinging on the free will or civil rights of other people through violence, coercion, abuse, or exploitation. But human governments should utilize moral foundations to guide the free will of citizens so that Sins Against God do not escalate into Sins Against Humanity.

Peaceful and cooperative individuals have the same potential to make positive contributions to the advancement of humanity, regardless of their race, gender, nationality, sexual orientation, religious beliefs (including belief in God, agnosticism, or atheism), economic status, or political affiliation.

    1. Therefore, all human beings, including women and children, should have the same protections under the law from violence, coercion, abuse, or exploitation (Sins Against Humanity) as everybody else, regardless of their race, gender, nationality, sexual orientation, religious beliefs (including belief in God, agnosticism, or atheism), economic status, or political affiliation, as long as they are not impinging on the freedoms and civil rights of other human beings through violence, coercion, abuse, or exploitation (Sins Against Humanity).

D. The Proposed Public Personal Identification System (PPIS).

NSA/CSS Databases.  According to the website entitled “ProPublica” at (Propublica.org-NSA Data Collection. n.d.), the National Security Agency/Central Security Service (NSA/CSS) maintains a database known as “metadata” that keeps a record of most phone calls made in the U.S., which amounts to several billion calls per day.  The NSA/CSS tracks email, Facebook posts, and instant messages on an unknown number of people, which involves the cooperation of at least nine different technology companies, including Google, Facebook, and Yahoo. 

The NSA/CSS also intercepts massive amounts of raw internet traffic and stores billions of communication records daily in its databases. There have been reports that the audio content of phone calls for some individuals is recorded. 

This very dangerous practice of massive indiscriminate secret spying on the American people must be stopped, because these databases could be used by a political tyrant to accumulate data to destroy their political opposition or citizens who exercise free speech, and totally compromise our democratic system of government. 

To protect the American people, we need to have a transparent system that can isolate and identify illegal transactions and criminal conduct that impinges on the free will, civil rights, or safety of the American people, and then enable citizens to quickly notify law enforcement and human government to make sure that the unlawful activity is corrected.

Since identity theft is often a key component of crimes involving credit cards, healthcare, and cybercrime, the best way to combat identity theft is to make it extremely difficult for a person’s identity to be stolen.  Fingerprint technology is a proven method for preventing identity theft. 

FBI Databases.  According to the website entitled “RecordGone” at (Recordgone.org-FBI Criminal Databases. n.d.), the Federal Bureau of Investigation (FBI) maintains four different major databases:  the National Crime Information Center (NCIC), the Integrated Automated Fingerprint Identification System (IAFIS), the National Data Exchange (N-Dex), and the Next Generation Identification (NGI). 

The NCIC database is a comprehensive clearinghouse of crime data accessible to nearly all criminal justice agencies in the U.S., including federal, state, and local levels, as well as courts and other law enforcement agencies.  As of 2011, when the last full set of statistics was available, it maintained 11.7 million active records, organized into 21 separate files, which are classified into two broad categories:  data dealing with persons and data dealing with property.

The IAFIS is an electronic and automated fingerprint database that maintains the fingerprints of over 70 million individuals in its criminal master file and over 30 million individuals in its civil master file.  In addition, it maintains over 73,000 fingerprint records of individuals suspected of or specifically identified as being terrorists. 

It was established to assist in investigating, solving, and preventing crime.  The criminal database is accessible 24 hours a day, 365 days a year by criminal investigators, law enforcement, and other criminal justice agencies (including courts), with the requested information being transmitted electronically within less than 30 minutes. 

The N-Dex was created to assist in resolving problems associated with the conveying of information and data between different agencies and jurisdictional boundaries.  It provides an electronic and automated system for searching, sharing, linking, and analyzing data between different agencies and jurisdictional boundaries, which makes it a powerful investigative tool. 

NGI is a new biometric identification system being developed by the FBI to replace the IAFIS system.  NGI is designed to incorporate a broader range of identification markers beyond traditional fingerprint records and be able to process and transmit data at a higher rate of speed and to transmit and receive data within 10 minutes in high-priority situations.  Note:  A recent review of the FBI website indicates that the NGI system has already been implemented and has been renamed Criminal Justice Information Services (CJIS).

According to the FBI website at (FBI.org-CJIS and NICS Services. n.d.), the Brady Handgun Violence Prevention Act of 1993 mandated that a system be developed for Federal Firearms Licensees (FFLs) to obtain quick background checks on individuals who are purchasing a firearm to determine if they should be disqualified. 

The FBI developed the National Instant Criminal Background Check System (NICS) in conjunction with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and state and local law enforcement agencies.  This computerized system was designed to provide an instant response to FFLs for most background checks when the checks were made by telephone or other electronic means. 

If the response to the FFLs’ request cannot be made immediately, the gun purchase transaction is delayed, but if NICS cannot provide a response by the third business day after the initial request, the FFLs can proceed with the purchase transaction if state law permits it.  Response times vary due to the different agreements that NICS has with various states. 

NICS uses various criteria to determine whether a person should be denied a firearm which include being convicted of a crime and serving time, being a fugitive from justice, unlawful use of a controlled substance, being involuntarily committed to a mental institution, or adjudicated to be mentally incompetent, being an illegal alien, and being dishonorably discharged from the U.S. Armed Forces.

One of the major shortcomings of the U.S. criminal justice system and the criminal background checks is that they do not provide a clear pathway for people to redeem themselves after they have been classified as a criminal, and as a result, they are continuously punished in one way or another, even after they have changed their unlawful behavior. 

When persons are arrested for a criminal offense and their fingerprints are recorded, that criminal arrest and their fingerprints usually remain in the criminal record, even if they are eventually proven to be innocent of the offense, unless they specifically request that the records be expunged. 

If persons are convicted of a criminal offense when they are young and become totally rehabilitated after serving their term in prison, there appear to be no criteria that designate those persons as non-criminals, even if they never commit another crime for the rest of their lives. 

America must be able to quantify its problems to develop effective solutions for them.  There needs to be a national identification system that can identify criminal conduct as it is happening, potential criminal conduct before it happens, provide very quick and accurate background checks, and update a person from a criminal status to a non-criminal status when they have shown by their “actual conduct” or history that they have changed their unlawful behavior.

The Proposed Public Personal Identification System (PPIS).  Appendix 13 is the organizational chart for the following proposal: a national public personal identification system.  This system would include a redemptive process, as well as additional objectives and procedures, to enable families and other citizens to communicate directly with local, state, and federal law enforcement, thereby preventing identity theft and identifying potential crimes before they occur.  This identification system is proposed as follows:

      1. Establish a transparent and very accurate personal identification database in the Census Bureau for the positive identification of all the permanent and temporary inhabitants of the U.S. to prevent identity theft and to verify the citizenship status of every permanent and temporary inhabitant of the U.S., which will be called the Public Personal Identification System (PPIS).
      2. Establish a personal identification number and barcode in the PPIS for every person residing in the U.S., whether temporarily or permanently, and make that database directly accessible to the public.  The database would contain each person’s name, gender, birth date, national origin, race, citizenship status, personal ID Number/Barcode, and current photograph.
      3. Each photograph would be mandated to be updated every 10 years or when there has been a substantial change in a person’s appearance.  All the traditional information maintained by the Census Bureau on U.S. citizens would be stored in a separate database from the PPIS and would remain secure and confidential, as it has in the past.
      1. Each personal identification number and barcode in the PPIS would be linked to a personal identification fingerprint database, which would be maintained as a totally separate, secure database by the FBI for every permanent and temporary U.S. inhabitant.  The FBI’s secure personal fingerprint database would be continuously updated with input from the PPIS.  The FBI companion fingerprint database to the PPIS would be called the Personal Fingerprint Identification Database (PFID).
      2. The FBI would use the information supplied by the PPIS to the PFID to update and verify the information in all other criminal and non-criminal databases maintained by the FBI.  The FBI would supply information from its criminal databases to the PPIS to alert the public about specific criminals and potential criminal activity.
      3. Every permanent and temporary resident of the U.S. would be issued an identification card containing their personal identification number, a barcode, and a photograph.  The personal identification number and barcode in the PPIS would be used on driver’s licenses, credit cards, telephone accounts, bank accounts, and other forms of identification, and would be used by the public, businesses, and governments to verify the identity of the people they are doing business with and to prevent fraudulent and unlawful transactions.
      4. Whenever a question arises about a person’s identity, their fingerprints would link them to the PFID, which would verify their identity.  This means that a person would not need to have their identification card with them to verify their identity and citizenship status.  The PFID could also be used to provide online fingerprint signatures for financial transactions and other documents.
      5. To implement the PPIS, the Census Bureau would have to work with state and local governments, local law enforcement agencies, prisons and jails, mental institutions, and other state agencies to identify and determine the status of all persons who are residing in each state and obtain a fresh set of fingerprints and a photograph using modern technology, because some of the fingerprints and photographs in the existing FBI databases may be of impostors. 
      1. Since this identification process would involve obtaining the fingerprints of every U.S. inhabitant, it would eventually locate lost persons, fugitives from justice, and illegal aliens, which may provide additional evidence that helps to solve many cold law enforcement cases.
      2. To help gain full public participation in the PPIS program and reduce conflicts with people requiring high security and fugitives from justice, incentives would be included to provide enhanced security where necessary and help fugitives restore their lives from past unlawful conduct, which would include the following:

a. Persons requiring a high level of security would not be directly accessible to the public, and anyone attempting to contact them would undergo a higher level of scrutiny and might be required to submit to more stringent security procedures.

b. Persons who have been arrested, dishonorably discharged, or convicted of a felony involving jail time or prison time in their past, who have served their sentences and show no evidence of having been involved in any criminal activity, domestic violence, or serious mental illness in the past 10 years, would be removed from the FBI’s criminal file, but their criminal history would remain in their personal file.

c. After temporarily closing the borders, immigrants who are residing in the U.S. illegally would be given a deadline date to report to immigration authorities and document the circumstances surrounding their illegal status, and they would be forgiven of the first offense of being in the U.S. illegally and would be evaluated according to the INA principles for possible legal permanent residency (LPR).  Special consideration would be given to immigrants who qualify for DACA and DAFA.  The undocumented illegal immigrants identified after the deadline date would be candidates for immediate deportation or prosecution.

d. Fugitives from justice for a felony would be given the option to surrender to law enforcement authorities and confess their crimes, or hire or be assigned an attorney to help prove their innocence, with the prospect that if they are convicted, they would receive a lesser sentence, dependent on the severity of their crimes.

e. If a child has been abducted from a family by a member of the family because of a family dispute over custody, a court order, or for any other reason, that person would be encouraged to surrender to authorities, and they and the family would be provided counseling to try to resolve the conflict.  If criminal activity is involved, the person would be assigned (or could hire) an attorney to help resolve their case, with the prospect that if they are convicted, they would receive a lesser sentence, dependent on the severity of their crime.

f. Persons would not ordinarily be declared mentally ill unless they have been involuntarily committed to a mental institution or have been adjudicated to be mentally incompetent.

      1. Once the PPIS information from all the states has been integrated into all the FBI databases, using the above criteria, the NICS criminal database at the FBI would not only include most persons with no criminal history within the past 10 years, but it would also include additional information on persons involuntarily committed to mental institutions and persons who have been adjudicated to be mentally incompetent.
      2. Consequently, the background checks supplied from this database would now include all the states, and the information would be supplied very quickly based on the requester’s fingerprint information.
      3. The Census Bureau would keep the PPIS database current and updated by mandating that new births, new LPRs, and persons with temporary visas be added to the database, and deaths, deportations, and persons on temporary visas leaving the U.S. be moved to a separate database.
      4. A method would need to be devised to obtain some other form of identification for newborn babies until they are old enough to be fingerprinted.  Citizens would be required to report when they permanently change addresses to enable the PPIS to track the relocation of households within the nation and provide the population data needed to accomplish the reapportionment of the House of Representatives every 10 years.
      5. The PPIS would continuously update the PFID at the FBI and would be used by federal, state, and local agencies, banks, credit card companies, credit bureaus, and social media to verify their databases and prevent fraudulent transactions.
      6. Computer manufacturers and smartphone manufacturers could use the PFID to support fingerprint device scanners for personal data protection instead of passwords, and the fingerprint scanners would also help consumers and law enforcement in identifying scammers, hackers, and identity thieves.
      7. The PFID would also continuously send and receive information through instant communication links to all federal, state, and local law enforcement agencies, and it would send selective criminal information to the PPIS to alert the public of “most wanted” criminals and terrorists and potential criminal activity.
      8. The PPIS through its link to the PFID would allow fingerprint scanning equipment to be used by federal, state, and local agencies, companies, airports, hospitals, insurance companies, sporting facilities, theaters, etc. to eliminate long lines, expedite the entry process, and quickly identify suspicious individuals who have been flagged by law enforcement.
      9. The public would use the database to identify persons who are contacting them for any purpose and to support law enforcement in identifying fugitives from justice, identity thieves, human traffickers, hackers, scammers, illegal aliens, and other criminals.  Citizens would be able to use their cell phones to immediately notify law enforcement of any suspicious activity and notify first responders of family emergencies or other family conflicts.
      10. The proliferation of fingerprint scanning equipment, along with the input of over 300 million sets of eyes and ears, would make it very difficult for most criminal activity to thrive for very long in any community.  This system would provide background checks for added protection and security for all our public and private K-12 schools, colleges, and universities.
      11. To control the flow of guns and assault weapons, everyone would be required to register any military-style assault weapons and other weapons they own and to report when the weapons have been stolen or are missing. Anyone purchasing a handgun, long gun, or assault weapon would be required to submit to an instant NICS fingerprint background check, which would be included in the purchase transaction by the merchant.
      12. Merchants at gun shops, gun shows, and retail establishments that sell guns and/or ammunition would use the fingerprint scanners on their smartphones or computers to accomplish the NICS fingerprint background checks.  The NICS database would now be updated by PPIS with current criminal and mental health information from all states, allowing the system to deliver accurate background checks when the gun purchaser’s fingerprints are scanned into the system.
      13. National and international monetary transactions would go through an extra level of security to make sure the parties to the transactions agree and that the money entering the proposed new Asset/Capital-Based Monetary System from an outside source and money leaving this new system to an outside destination are legally backed by labor, materials, assets, or capital.
      14. To ensure that all transactions entering and leaving the Asset/Capital-Based Monetary System are properly supported, the deposits in all banking institutions would be backed by labor, or sales of tangible and legal products and services, or commodities that have an established monetary value such as gold, silver, copper, crude oil, agricultural products, and excess recycled products.  The PPIS would provide public access for anyone to report illegal transactions or activity using their cellular telephone.

The current practice of the National Security Agency/Central Security Service (NSA/CSS) of indiscriminately storing billions of records per day of the phone calls and raw internet traffic of U.S. citizens would be discontinued immediately in a way that maintains security, and NSA/CSS would be reassigned the task of continuously monitoring the transactions associated with the PPIS and the PFID for evidence of potential criminal or terrorist activity. 

For example, if an adult or a student in the PPIS begins to accumulate high-powered assault weapons and ammunition or if a friend or relative of that person uses their cell phone to report suspicious activity, this would be evidence of a possible future terrorist attack and the PPIS would notify law enforcement officials for the immediate investigation of that person. 

The NSA/CSS would also be responsible for collaborating with other government agencies to develop leading-edge technologies that protect U.S. citizens from both foreign and domestic cyberattacks.  Local, state, and federal law enforcement would be required to obtain court orders for high-level surveillance of suspicious activities. 

The PPIS would be able to identify and report on information and communications developed from Artificial Intelligence (AI).  Any citizen would be able to obtain a court order to review and correct any information that is maintained on them by any public or private database, such as credit bureaus and credit card companies.  Citizens would also be able to have their names removed from social media and other technology company databases.

The PPIS and PFID databases would provide leaders and policymakers with accurate demographic information to measure the effectiveness of social programs and other legislative initiatives. These systems would provide the transparency necessary for the nation to come together as a community and address all the issues associated with the ten Universal Principles, except for UP-3 concerning religious beliefs and atonement, by addressing all the Sins Against Humanity.
