The proposed 8-Year American Recovery Plan (ARP) would utilize the ten Universal Principles, which were derived from the Holy Bible, to promote unity, accountability, and true economic growth in America.  The goals of the ARP would be to eliminate the gridlock in Washington D.C. between the political parties; return the power of government to the American people; and provide full employment for all eligible American citizens who are willing and able to work.

The ARP would be based on the concepts of love, truth, transparency, competition, and common sense.  The concept of love is embodied in the ten Universal Principles, which would be the foundation of our domestic and foreign policies.  The concept of truth would be focused on discovering the facts about the problems we are facing as a nation, and then leveling with the American people as we work toward the solutions to those problems.  The concept of transparency is that the American people would get involved in the solutions to the nations’s problems, and the Federal Government would provide regular reports of the nation’s financial and economic performance to the American people based on established business practices.  The concept of competition in the market place is that all of the proposed fifteen (15) industrial sectors would be competing for the best ways to serve the American people, rather than the best ways to swindle the American people for the benefit of very powerful special interest groups.  The concept of common sense is that decisions would be made based on facts and intelligence that lead to common sense solutions, rather than bribery and deception that corrupt the decision-making process.

Substantial evidence will be presented from several different sources that the banking industry has been swindling the American people for over a century through their ownership of the Federal Reserve System.  Since the passage of the Federal Reserve Act of 1913, the banking industry has been given the power by Congress to create money “out of thin air” by a process called “fractional-reserve banking.”  This process enables them to use the Federal Reserve System to create money that they have not earned.  In addition to loans to the Federal Government, they use this unearned “free money” to make loans to the American market place at a ratio of about 9 dollars of “free money” to every one (1) dollar of “earned money” at exhorbitant interest rates.

This monopoly on money enables the banking industry to utilize the Federal Reserve System, which has never been fully audited, to manipulate the New York Stock Exchange for enormous profits in good times and bad times, with devastating impacts on families in America and all over the world.  This has been especially true during wars and national disasters, such as the 2008-2009 Financial Crisis and the one we are facing now with the pandemic Covid-19 virus. 

By establishing a detailed legislative agenda to address this systemic problem and other systemic problems, this ARP would put pressure on the President and the Congress to debate these issues after the election.  This ARP would enable the American people, by the power of their votes during each two-year election cycle, to take back control of our government based on its actions on the detailed legislative agenda.  This 8-year comprehensive legislative agenda is focused on fixing our relationships, fixing our democracy, fixing our money, fixing our infrastructure, fixing our environment, and fixing our foreign policy.

To fix our relationships we would promote the ten Universal Principles that are based on the unconditional love for God and the unconditional love for our fellow human beings, which would provide the foundation for the ARP

  1. UP-1, UP-2, and UP-4 deal with the unconditional love for God, the Creator of the universe, which is displayed when we protect and are good stewards of the family created by God, when we protect and are good stewards of the earth’s natural resources created by God, and when we protect and are good stewards of all the living things created by God, including our fellow human beings.  UP-3 shows obedience to God’s command in Genesis 9:3-4 to refrain from eating the blood of animals, because God has always accepted blood as atonement for the sins of humanity.  UP-5 deals with the unconditional love for our fellow human beings, which is displayed when we treat the life of every human being as sacred, and when we treat other people the way we want to be treated.  UP-6 deals with the unconditional love for self, which is displayed when we take time to rest and rejuvenate our physical body and mind.  UP-7, UP-8, UP-9, and UP-10 deal with the redemptive process of conviction, confession, repentance, and forgiveness, which allows us to begin transforming our character from a worldly attitude of selfishness, self-righteousness, and judgment to a spiritual attitude of love, humility, and forgiveness.  These Universal Principles would provide the foundation for the ARP, because they would establish the basis for fixing the environment and conserving our natural resources, and they would help us fix our relationships with one another so that we would be able to develop and begin to implement a unified vision and strategy for the future prosperity of all Americans and the world community.
     
  2. Although all of the Universal Principles are derived from scripture and are connected in some way to God, all of them, except for UP-3, can be considered as much practical as religious, because they make common sense and would work whether or not there is belief in God.  However, UP-3 is purely religious, because its observance implies a particular reverence to God, which may only have significance for the religions of Judaism and Christianity.  The significance for the religion of Judaism is their belief that God used the blood of animals to atone for the sins of the Nation of Israel, and the significance for the Christian religion is their belief that the blood that Jesus Christ shed on the cross provides perpetual atonement for the sins of all who have faith in his sacrifice and his teachings.  Therefore, this is a separation of church and state issue, because it is not practical or legal for human government to try to enforce issues relating to UP-3, unless a person or group is using it to impinge on the free will or civil rights of another person or group through violence, coercion, abuse, or exploitation.  This is especially true in America, because of the diversity of its people, and Americans have the freedom to worship God, or not to worship God.
     
  3. In the New Testament, Jesus Christ teaches a concept of giving that can be applied to the Universal Principles and the free enterprise system.  In Luke 6:38, Jesus Christ advises us to “Give, and it shall be given unto you; good measure, pressed down, and shaken together, and running over, shall men give into your bosom.  For with the same measure that ye mete withal it shall be measured to you again.”  This concept of giving says that if you give a worthy product or service to humanity, humanity will give back to you in accordance with the value and usefulness of the product or service that you give.  This is the essence of the free enterprise system, and human government can utilize the Universal Principles to ensure that there is a level playing field, such that all qualified individuals would have access to and be able to participate in the free enterprise system.

Fix Our Relationships (Detailed Discussion and Backup Information)

These Universal Principles deal with: (1) the long-term survival of the human species and the short-term survival of each individual family tree; (2) the stewardship of all the natural resources created by God; (3) the sacredness of blood as God’s way of atoning for humanity’s sins; (4) the stewardship of all the living organisms created by God; (5) the sacredness of human life and the treatment of other human beings; (6) the maintenance of our human bodies created in the image of God; and (7) the redemptive process as reflected in the last four Universal Principles involving conviction, confession, repentance, and forgiveness.  This redemptive process can help us to be “born again” in our attitudes and character, which can begin to change us from the worldly attitude of selfishness, self-righteousness and judgment to the spiritual attitude of love, humility and forgiveness.  Since these principles, except for (3), are universal in nature, they represent actions that can be taken by any and all nations in the world, any and all religions in the world, any and all organizations and companies in the world, and any and all individuals in the world.  

In the Old Testament of the Bible, God gave humanity the free will to choose between righteousness and evil from the very beginning with Adam and Eve in Genesis 3:1-11, and He established laws, judgments, and ordinances through the Nation of Israel to provide moral foundations that would let humanity know when we are sinning and not living in accordance with His will.  In the New Testament of the Bible, God established spiritual controls, through the teachings of Jesus Christ, which are reflected in the redemptive process of conviction, confession, repentance, and forgiveness, that enable humanity to reconcile their relationship with God as they reconcile their relationships with their fellow human beings. 

The institutions of the family and human government, which were also established by God, can use the Universal Principles to determine if the sinful, unlawful, or offensive conduct of a person, couple, or group is impinging on the free will or civil rights of another person, couple, or group as a result of violence, abuse, coercion, or exploitation.  Any discipline or punishment associated with the correction of sinful, unlawful, or offensive conduct should be based on the testimony of two or more witnesses (Deut. 19:15), and false witnesses should receive the same discipline or punishment intended for the victims of the false witnessing (Deut. 19:16-21).  Prosecutors who withhold or ignore critical evidence to win a case, and law enforcement officers who manufacture false evidence to win a case or protect themselves, should be categorized as false witnesses and prosecuted for the damage they impose on the lives of others.

If the “sinful conduct” of the person, couple, or group is the result of their free will and mutual consent, and they are not impinging on the free will and civil rights of others, then they will be sinning against God, and their judgment should be in accordance with their relationship with God.  We cannot be certain what God’s judgment will be, because God knows the heart and character of every person, and His judgment will be based on His grace and mercy and the conditions surrounding the sinful conduct.  And even though the sinner may be forgiven of their sinful conduct by God, they may still have to suffer the consequences of their sin.  However, human government should provide the same freedoms and civil rights to people who are “perceived” or “determined” to be sinful as they provide to all other people, as long as they are not impinging on the free will or civil rights of other people through violence, abuse, coercion, or exploitation.

When the institutions of the family and human government are utilizing the Universal Principles to exercise discipline or punishment for sinful, unlawful, or offensive conduct, they must distinguish between the “perceived identity” of the person, couple, or group and the “actual conduct” of the person, couple, or group.  The “perceived identity” of a person, couple, or group will be defined as the identity placed on a person, couple, or group by society or another person without any definitive knowledge of their “actual conduct.”  The “actual conduct” of a person, couple, or group will be defined as the conduct actually displayed when the person, couple, or group is being observed or investigated.  Of course, the “actual conduct” should be the basis for any discipline or punishment.  There may be times when the “actual conduct” of a person or group reflects a total ongoing disregard for the sacredness of human life and seeks to commit murder, genocide, or war based on their intense hate or their desire to exploit another person or group, which might dictate a need to invoke the death penalty to protect innocent people from mortal danger. 

The spiritual controls embodied in the redemptive process of conviction, confession, repentance, and forgiveness can be utilized by law enforcement officials, attorneys, prosecutors, and judges to correct unlawful conduct and help offenders repair their lives and become more productive, law-abiding citizens.  There is a scripture, which can be applied to the redemptive process, that has to do with restitution for the victims of unlawful or harmful conduct:  “And the Lord spake unto Moses, saying, Speak unto the children of Israel, When a man or woman shall commit any sin that men commit, to do a trespass against the Lord, and that person be guilty; Then they shall confess their sin which they have done: and he shall recompense his trespass with the principal thereof, and add unto it the fifth part thereof, and give it unto him against whom he hath trespassed” (Num. 5:5-7). 

After a person has been convicted of unlawful conduct, if that person shows by their “actual conduct” that they confess of their unlawful conduct, agrees to compensate the victims of their unlawful conduct, repents and asks the victims for forgiveness for their unlawful conduct, and forgives the others who may have been involved in that unlawful conduct with them, then this is evidence that the person has begun to make a permanent change in their behavior, and the criminal justice system should provide a process for that person to regain their full citizenship rights.
